In exchange for a Russian oil embargo, EU leaders agree on an exchange rate.

By year’s end, EU leaders had agreed on a sixth sanctions package that would directly impact 75 percent of Russian oil imports, European Council President Charles Michel stated.

The Turkish government says President Recep Tayyip Erdogan notified Russian President Vladimir Putin that Turkey is willing to meet with Russian, Ukrainian, and United Nations officials in Istanbul to help end the fighting.

The Russian military is also continuing to pound Ukrainian strongholds in the Donbas, which Moscow has called as a “unconditional priority.” Meanwhile,

Donbas officials said Russian artillery shot and killed a French journalist.

According to Ukrainian President Volodymyr Zelenskyy, since Russia invaded Ukraine on February 24, 32 journalists have been slain.

Among those killed were French journalist Frédéric Leclerc-Imhoff, who was killed while traveling in an armored evacuation truck that was shelled by Russian soldiers.
